Duties of the Department of Personnel Affairs
• To carry out works & studies on the norm staff principles and standards related to local authorities,
• To carry out works and procedures related to appointment to higher and exceptional positions in local authorities,
• To carry out works and procedures that require the approval of the Minister regarding the personnel of local authorities,
• To carry out the works and procedures of the local authorities for the first time to obtain officers, police officers and fire brigades,
• To carry out works and procedures for employment permit within the scope of employment based service procurement in companies of local authorities,
• To provide coordination and carry out the procedures for the promotion and title change exams of the personnel working in the local authorities,
• To carry out the procedures regarding the determination of the second duty fee of the personnel assigned to the local authorities in accordance with the article 38 of the Higher Education Law dated 4/11/1981 and numbered 2547,
• To carry out the operations and procedures regarding the employees working in the municipalities and their affiliated organizations and the associations, enterprises and establishments established by them, and to express opinions regarding the hesitations arising in practice,
• To carry out the procedures remaining under the responsibility of our Ministry in accordance with the Decree No. 2018/11608 on the Procedures and Principles of Providing Special Provincial Administration Services for Municipalities and their Affiliated Organizations and the Services Based on Employing Personnel of the Local Administration Unions of which they are a member,
• To determine the performance criteria of the staff of local authorities and carrying out the related works and procedures,
• To carry out the procedures regarding the contracted personnel employed in the municipalities and affiliated organizations and the unions, enterprises and establishments established by them within the scope of Article 49 of the Law No.
• To carry out the relevant works and studies on the legislation on the working procedures and principles of the Police and Fire Brigade organizations, the duties and authorities of the employees, the qualifications they need to carry to the civil service, the in-service training they will receive, promotion, dismissal, the clothing they will wear and the equipment they will use for defense purposes and the units to be established according to the service requirements.
• To work on standardizing the police services throughout the country, to carry out studies for the coordination of police services between the metropolitan municipality and district municipalities within the borders of the metropolitan municipality,
• To work on the coordination of the Police Department with the police units,
• To carry out studies to standardize fire services throughout the country, to carry out analysis studies for extinguishing, search and rescue, first aid, training and exercise works and inspection, detection and permit procedures carried out by fire brigades throughout the country,
• To work on the working procedures and principles of volunteer fire brigades,
• To carry out research and investigations at national and international level in order to ensure that the police and fire brigade services are carried out in the best way,
• To ensure the fulfillment of archiving works and other tasks,
• To prepare a response within the given time as the basis for the defense regarding the cases filed.
