Duties of the Department of Municipalities and Unions:
• To carry out the works and procedures regarding the establishment of local government unions,
• To carry out out the approval of the legislative decisions and the amendments of the regulations of the unions of which more than one province is a member from the local authorities,
• To carry out the necessary procedures regarding the contractors that should be banned from the tenders as a result of the tenders made by the municipalities and unions within the scope of Laws No. 4734, 4735 and 2886,
• To carry out the works and procedures of local government unions,
• To carry out the works and procedures related to the aids to be transferred from the central government budget to local authorities,
• To notify the relevant ministries about the appropriate assistance requests from the projects prepared by the local authorities and carrying out the necessary approval procedures to transfer the appropriations sent for these aids to the relevant local administration,
• To set the standards for activity and performance reports to be prepared by local authorities,
• To carry out the works and procedures related to the activity reports of the local authorities sent to the Ministry in accordance with Article 41 of the Public Financial Management and Control Law No. 5018,
• To carry out the works and procedures regarding the consolidation of the financial reports of local authorities,
• To carry out the process for granting share of general budget tax revenues to local authorities Turkey Statistical Institute, the Treasury and the Bank of Provinces and to ensure coordination between the Ministry of Finance and procedures related thereto,
• To collect data on companies and budgetary businesses to be established by municipalities and to produce statistics on them,
• To submit the reports prepared within the framework of the Public Financial Management and Control Law No. 5018 and the relevant local authorities legislation to the relevant authorities,
• To carry out the works and procedures related to the determination and implementation of performance measurement criteria of local authorities,
• To establish the standards by determining the statistical data to be collected from the works and procedures of the local authorities,
• To collect, evaluate, report and publish all kinds of statistical data regarding local authorities,
• To carry out statistical studies on elected personnel of local authorities,
• To carry out the procedures related to the foreign vehicle grants (ambulance, fire-rescue) of the municipalities within the scope of the Vehicle Law No. 237 of 5/1/1961,
• To carry out out works and procedures related to vehicle standards,
• To carry out the procedures regarding the expenditure permits of the municipalities in accordance with the savings measures,
• To carry out the works and procedures related to giving opinion in accordance with the water protocols received from the Ministry of Transport and Infrastructure.
• To carry out works and procedures related to establishing a municipality, merging and participation,
• To carry out borrowing procedures within the scope of the Municipality Law of 5393 dated 03/07/2005 in order to meet the expenses required by the duties and services of the municipalities and their affiliated organizations,
• To carry out the works and procedures related to the decision of the President for the establishment of a company by the municipalities and their affiliates,
• To carry out works and procedures related to budgetary businesses to be established by municipalities,
• To determine the procedures and principles of the audits of municipal councils on companies affiliated to municipalities within the framework of Articles 18, 25 and 26 of the Law No. 5393,
• To determine the spending procedures and principles of municipal companies,
• To carry out the works and procedures regarding the allocation of municipal immovables,
• To carry out the works and procedures regarding Build-Operate-Transfer and Concession Agreements,
• To present responds to the petitions regarding the issues that fall within its scope of duty,
• To ensure the fulfillment of archiving works and other tasks,
• To prepare a response within the given time as the basis for the defense regarding the cases filed.
